James C. Lefler, Jr., CSP - President and CEO

Jim is a Certified Safety Professional with a B.S. in Fire Protection and Safety Engineering Technology, from Oklahoma State University and has 35 years of experience in safety, environment and health issues in oil and gas, refining, and petrochemical operations. His areas of experience include operations management, industry standards, strategic initiatives, and a thorough knowledge of government compliance including OSHA, EPA, NFPA and DOT regulations. Facility startup and turnaround activities are also significant skills.

As worldwide corporate safety manager for Occidental Oil and Gas Corporation, he was responsible for implementing process safety management across domestic and international oil and gas operations. Jim also served on the API Executive Committee on Safety and Fire Protection where he shared authorship on various API Recommended Practices. In his time as environmental manager for U.S. Operations at OXY, Jim was responsible for responding to the Clean Air Act Amendments of 1990 and developing and implementing compliance programs for U.S. oil and gas operations as well as equivalent programs for international operations.

Jim currently serves as Owner, President and CEO of JCL Service Company LLC, parent company of JCL Safety Services LLC and JCL Risk Services LLC.

David A. Jones - Director, Process Safety Services

David is a Process Safety And Quality, Health, Safety, Security, Environmental (QHSSE) professional with 39 years of business and technical management experience serving the energy, petrochemical and chemical processing industries. Leadership roles have included: corporate and project PSM/QHSSE management; international consulting, professional training and software support; and process design and technical safety engineering, construction, and operations management.  

David earned a B.S. in Chemical Engineering from the University of South Florida and is completing graduate studies for his Master of Public Health (MPH), Occupational Health and Safety Management, from Tulane University. He specializes in designing, developing, implementing and reviewing process safety and QHSSE management systems for design and operational risk, reliability and resilience performance, continuity and sustainability, with a focus on delivering risk-based solutions to satisfy client needs.

Berndt Moeller, P.E. - Senior Process Safety Engineer

Berndt Moeller, P.E. - Senior Process Safety Engineer

Berndt is a Professional Engineer with a B.S. in Chemical Engineering. He also serves as a major in the United States Air Force Auxiliary, Civil Air Patrol. Berndt has more than 27 years of experience in petrochemical plants and has served as process engineer, operations manager, and plant manager. He has significant experience in the development of operational procedures for process units along with a steep regulatory background in consensus standards such as NFPA, OSHA, EPA, and ASME. He has had responsibility from the design to the construction of major process units.

Berndt has lead several process hazards analysis studies and been responsible for tracking recommendations to completion. His audit experience is in establishment and implementation of audit processes for maintenance of governmental compliance and overall improvement of process safety for various facilities. He also has significant experience in chorine and Chlor-Alkali processes.

Marc Rothschild, P.E. - Senior Process Safety Engineer

Marc Rothschild, P.E. - Senior Process Safety Engineer

Marc has a B.S. in Chemical Engineering (with honors) from the University of California at Davis, and is a registered Professional Engineer (Ohio). Marc has spent the last 32 of his 39 year professional career as a process safety engineer, working with the chemical, oil refining and other industries to manage their process risks. Marc is a highly experienced PHA facilitator, having led well over 100 studies. He is also a subject matter expert in quantitative risk analysis, LOPA facilitation, consequence analysis and dispersion modeling. Projects include: conducting facility siting analysis (PV burst, VCEE and toxic gas discharge dispersion analysis), evaluating vent discharge impact, developing PSM compliance programs and establishing and tracking process safety metrics. Marc is a TapRoot© certified incident investigator and has considerable experience investigating incidents and near misses, identifying causal factors and their root causes. Marc has developed and taught PSM and PHA training courses, and has published and presented several papers on process safety at technical conferences.

Craig earned his M.S. Chemical Engineering from Oklahoma State University and has worked more than 25 years in the chemical process industry, including upstream and downstream oil and gas operations. He has served as an equipment inspection coordinator and PSM coordinator for Phillips Petroleum Company and an EHS specialist for Chevron Phillips Chemical Company.

Marie (Toni) B. Odom – Senior Process Safety Consultant

Toni has 35 years’ experience in the safety, environmental and assessment field and is degreed from the University of Alabama in Psychology with minors in Chemistry and Biology. She also has an associate degree in Engineering from South Alabama at Mobile. Toni provides support for safety and environmental regulatory plans and reports (e.g. SPCC, BMP, RMP, VPP, RCRA, NPDES, and PSM). She is a Certified Auditor in PSM/RMP, RC14001, RCRA, and VPP, and is a Registered Environmental Manager (REM 8704) and Registered Environmental Property Assessor (REPA 6334). In addition, Toni also has experience in Superfund and RCRA site assessment.

Manuel Escontrias - Senior Process Safety Engineer

Manuel has a B.S. in Mechanical Engineering from Texas A&M University and an MBA Degree (Accounting and Finance) from Pepperdine University. Manuel has 50 years of experience in process safety management and risk management; plant operations; unit operations supervision; project engineering; and chemical and mechanical contact engineering. He worked for 39 years in a variety of engineering and supervisory positions for ExxonMobil at the Baytown Refining and Petrochemical Complex; and has owned his own risk management and process safety consulting company for the past 11 years. He specializes in the review, facilitation, and implementation of PSM/RMP Systems in support of engineering and operations, including: Process Hazard Analyses (PHAs), including 225+ Hazard and Operability (HAZOP) Studies of refinery and chemical operations at five ExxonMobil refineries and chemical plants; Layers of Protection Analyses (LOPAs); Risk Assessments and Risk Matrix Assessments; and Management of Change (MOC).

Kishor has a B.S. in Chemistry from M.S. University (Baroda, India) and is certified as a Master Trainer by the National Center for Construction Education and Research (NCCER). Kishor has 42 years of experience in process safety management, loss prevention engineering and operations for world-scale petroleum refineries and petrochemical complexes in the U.S. and Saudi Arabia. He has worked for Cheniere Energy LNG, Saudi Aramco Mobil Refinery Company Ltd. (an ExxonMobil J/V), Arabian Petrochemical Company, Wyoming Refining Company, Indian Oil Corporation, Siemens Energy & Automation, M.W. Kellogg Company (now KBR), and Amerada Hess Corporation. As Senior Process Safety Consultant for JCL Risk Services LLC based in Houston, Gary is a PSM specialist, with core competencies in: Process Safety Management, Process Engineering, and Plant Engineering. Gary has over 36 years of experience in industrial gas production, petroleum refining, petrochemical, and chemical industries, including 10 years of process engineering design with engineering and construction firms, 10 years dedicated in PSM, and 16 years with operating companies serving in functional roles for plant engineering support, technical leadership, project execution and regulatory compliance.
