Jim is a Certified Safety Professional with a B.S. in Fire Protection and Safety Engineering Technology, from Oklahoma State University and has 35 years of experience in safety, environment and health issues in oil and gas, refining, and petrochemical operations. His areas of experience include operations management, industry standards, strategic initiatives, and a thorough knowledge of government compliance including OSHA, EPA, NFPA and DOT regulations. Facility startup and turnaround activities are also significant skills.
As worldwide corporate safety manager for Occidental Oil and Gas Corporation, he was responsible for implementing process safety management across domestic and international oil and gas operations. Jim also served on the API Executive Committee on Safety and Fire Protection where he shared authorship on various API Recommended Practices. In his time as environmental manager for U.S. Operations at OXY, Jim was responsible for responding to the Clean Air Act Amendments of 1990 and developing and implementing compliance programs for U.S. oil and gas operations as well as equivalent programs for international operations.
Jim currently serves as Owner, President and CEO of JCL Service Company LLC, parent company of JCL Safety Services LLC and JCL Risk Services LLC.

Berndt Moeller, P.E. - Senior Process Safety Engineer
Berndt is a Professional Engineer with a B.S. in Chemical Engineering. He also serves as a major in the United States Air Force Auxiliary, Civil Air Patrol. Berndt has more than 27 years of experience in petrochemical plants and has served as process engineer, operations manager, and plant manager. He has significant experience in the development of operational procedures for process units along with a steep regulatory background in consensus standards such as NFPA, OSHA, EPA, and ASME. He has had responsibility from the design to the construction of major process units.
Berndt has led several process hazards analysis studies and been responsible for tracking recommendations to completion. His audit experience is in establishment and implementation of audit processes for maintenance of governmental compliance and overall improvement of process safety for various facilities. He also has significant experience in chorine and Chlor-Alkali processes.

Rich is a technical process safety leader in oil and gas leading risk, strategy, and assessment teams. He has a B.S. in Chemical Engineering with more than 30 years of practical experience. He has been able to achieve best in class levels for process safety and quality through teamwork, collaboration, and continuous process improvement. He has both international and domestic experience in process and technical safety, process engineering, and health, safety, and environment. He understands the association between process hazards, barriers, and process equipment based on his many-years of plant operating experience.
His skills include facilitating risk assessments for major incident hazards, including HAZOP and LOPA facilitation. He coordinates site process safety audits and assurance along with managing safety critical equipment registers. Rich is certified as a technical authority for process safety risks. He relies on his process engineering experience, and uses knowledge and communication skills to develop safe executable mitigation plans for lost barriers, completing HAZOP reviews for C3C4 facilities, logistics, hydrotreating, and fluid catalytic cracking units. He also applies qualitative and semi-quantitative risk analysis to process hazards. Supported new project HAZOP reviews.

Paul has developed and managed safety programs, risk management programs and emergency preparedness for over 40 years. His assignments with industry have included a variety of supervisory, technical and management positions. He has been instrumental in the development and implementation of safety, process safety and emergency preparedness programs in refining, chemical facilities, pipeline and other operations.
Paul holds affiliations with American Society of Safety Professionals (ASSP), Santa Barbara County CAER Organization. Past affiliations and memberships include membership of the National Petroleum Refiners Association Safety Committee and API Executive Committee for Process Safety.
Paul holds a Bachelor of Science in Fire Protection and Safety Engineering Technology from Oklahoma State University in Stillwater, Oklahoma.

Gary is a process safety management (PSM) and process/production engineer with over 40 years of experience in the fields of process safety management (PSM), process development and process design and optimization. He has experience in such diverse industries as chemical and plastics production, explosives synthesis and manufacture, and fertilizer production including both mined and synthetic fertilizers.
Gary’s process safety and risk management career experience includes both PSM/Risk Management Program (RMP) auditing and safety, health, and environmental (SH&E) auditing. He functioned as Process Hazard Analysis (PHA) and Layers of Protection (LOPA) facilitator and has done Fault Tree Analyses (FTA). He has also down extensive work on a contract basis in checking and documenting applicable relief scenarios and relief device sizing per API Standards 520/521. Gary participated in a division-wide team to improve the Management of Change program. He has extensive knowledge of the US Occupational Safety and Health Administration’s PSM standard and the US Environmental Protection Agency’s Risk Management Program regulations and their application and enforcement.

Jay’s background includes more than seventeen years of process safety experience managing and updating Process Safety Management programs across multiple industries on a global basis. His experience includes facilitation of with PHA’s, LOPA, SIF/SIL analysis, ALARP methodologies, MOC, incident investigations, PSM/RMP Auditing & Gap analysis, FMEA, Dispersion Analyses, and Fire Risk Analysis in his technical, consultative and management positions. His experience includes providing technical support and development in refining, chemical facilities, pipeline and other operations.
Jay’s career has also included being involved in the following specialty services in which he led HAZOP/LOPA studies for various industries. He has performed EPA/RMP compliance auditing including offsite risk assessment and modeling. Additionally, he has expertise in utilization of Root Cause Analysis to identify potential hazards, assess risk, and determine future action plans for customers. Experience in FMEA’s, What If’s, Incident investigation and fault tree analysis have been key skills utilized on various projects. He has also performed workflows for IPL validations.

Marty has more than twenty years of broad range process safety experience applying the application and management of PSM programs and their elements at various sites across the U.S. His assignments with industry have included involvement with PHA’s, MOC, PSM/RMP Auditing, Mechanical Integrity assessments in his supervisory, technical and management positions. He is proficient in PHAST, Connex, PHA Pro and KMS along with a variety of other assessment software. His experience includes development of programs in refining, chemical facilities, pipeline and other operations.
Marty’s specialized work includes PSM coordination for major capital projects along with EPA/RMP compliance including and offsite risk assessment and modeling. His skills in program development and training for process safety are commendable along with conducting incident investigations and employing fault tree analysis in results. He routinely performs 3-year and 5-year PSM Compliance Audits along with assisting customers with management of change coordination and training. His technical skills also include relief systems and rupture disc analysis and sizing.

Yani Saud, is a Senior Process Safety Engineer. She has 30 years of experience in the field of health, safety, process safety and risk management for the oil and gas industry. She has also successfully applied oil & gas best practices to other processes including: supply chain, paper mill, power generation, food & drink, chemical, mining, and metals industries.
Yani’s PSM career includes gap assessment, implementation, due diligence, and compliance audits of PSM/RMP management systems. Her technical safety and risk experience includes both qualitative (workshop chairing) and consequence, frequency, and other quantitative analyses.
Mrs. Saud received a B.S. in Civil Engineering from the Universidad de Oriente in Venezuela and holds a Master of Science in Safety and Health from the University of Southern California (USC) in Los Angeles.
Her experience in PSM/RMP, facilitating PHAs, human factors, and management systems makes her a key resource for any technical review.

He has served as an equipment inspection coordinator and PSM coordinator for Phillips Petroleum Company and an EHS specialist for Chevron Phillips Chemical Company.

Toni has 35 years’ experience in the safety, environmental and assessment field and is degreed from the University of Alabama in Psychology with minors in Chemistry and Biology. She also has an associate degree in Engineering from South Alabama at Mobile. Toni provides support for safety and environmental regulatory plans and reports (e.g. SPCC, BMP, RMP, VPP, RCRA, NPDES, and PSM). She is a Certified Auditor in PSM/RMP, RC14001, RCRA, and VPP, and is a Registered Environmental Manager (REM 8704) and Registered Environmental Property Assessor (REPA 6334). In addition, Toni also has experience in Superfund and RCRA site assessment.
